First Watch wants to turn the former Taco Cabana on North Highway 75 into a sit-down breakfast restaurant with no drive-thru, and the plans go before Sherman's Planning and Zoning Commission on Tuesday, Oct. 20.
The site plan for 3721 N. Highway 75, between Loy Lake Road and Pecan Grove Road, is one of seven items on the commission's consent agenda, which the agenda says will be enacted in one motion unless someone asks to pull an item. City staff recommends approval.
What the plans show
A project narrative filed by CDS Development of Addison on behalf of the restaurant chain lists these changes to the 1.126-acre lot:
- The existing drive-thru lane would be removed.
- A 428-square-foot covered patio would be added for outdoor dining.
- A 133-square-foot walk-in cooler would go on the outside of the building, and the dumpster enclosure would move.
- Parking would be reworked, with more spaces added.
The restaurant would have 3,779 square feet inside, with 108 seats indoors and 24 on the patio. The narrative lists hours of 7 a.m. to 2:30 p.m. every day and staffing of 10 to 15 employees per shift, up to 30 in all. The property owner is listed as FOM Sherman LLC.
KTEN reported earlier this month that the chain was coming to the old Taco Cabana building. The filing does not give an opening date.
Also on Tuesday's agenda
The commission, which also sits as the Board of Adjustment, has a long list of other requests at its 5 p.m. meeting in the City Council Chambers at 220 W. Mulberry St. Among them:
- A senior center on South Gribble Street. The 1945 Foundation is asking for a specific use permit to run a meeting hall at 1400 and 1502 S. Gribble St., near Rosedale Street. Staff says the primary use would be a senior activity and enrichment center, and the foundation's site table lists a 20,955-square-foot main building and 85 parking spaces. Staff recommends tabling the request until issues in its review letter are addressed.
- A temporary concrete plant for Highway 75 work. RPMX Construction is seeking a temporary use permit for a concrete batch plant at 1300 S. Sam Rayburn Freeway, between Center Street and Stone Creek Drive, to help complete the Highway 75 project. Staff says it would operate for about 42 months and has no objection.
- A hotel on Texoma Parkway. Grow Sherman Realty is asking for a site plan and specific use permit for a hotel or motel at 2105 Texoma Parkway. The request would also repeal Ordinance No. 6893, a hotel permit the city approved for the property in October 2025.
- Hickory Hill rules. The commission itself is the applicant on a rewrite of the Hickory Hill planned development along the 3400 to 4000 blocks of West Lamberth Road, covering about 143.7 acres. Staff says the amendment would consolidate the development document, add base zoning to its subdistricts and update the uses allowed. The packet includes a letter of opposition.
The agenda notes emailed requests to table two other items: sign variances for property in the 2700 block of North Highway 75, and a permit for a tattoo studio at 204 N. Walnut St., which would move to the Nov. 17 meeting.
