Sherman ISD trustees will hold a public hearing Monday on state-required improvement plans for three elementary schools that have received failing ratings from the Texas Education Agency in the last two years: Crutchfield, Neblett and Parker.
The hearing is part of the board's workshop, which begins at 5 p.m. Monday, Oct. 19, at the Sherman ISD Service Center, 2701 N. Loy Lake Road. After a closed session, the board is scheduled to return to open session at 6:30 p.m., when approval of the three plans sits on the consent agenda.
Where each campus stands
A presentation prepared for the workshop by Kelly Flowers, the district's director of elementary education and school achievement, lays out the ratings behind the plans:
- Crutchfield Elementary received an F, with a score of 52, in 2026.
- Parker Elementary received an F (59) in 2025. After consecutive years of low performance it completed a turnaround plan this year and earned a C (79) in 2026.
- Neblett Elementary received an F (54) in 2025 and was identified as a comprehensive campus, which the presentation defines as the lowest-performing 5% of public schools in the state. It earned a C (75) in 2026.
According to the presentation, state law requires a plan whenever a campus is rated F and again in its first passing year after an F. A separate staff memo says 2026 STAAR results led to Crutchfield's designation as a comprehensive campus, while Neblett and Parker were designated "comprehensive progress" campuses.
The three schools serve about 1,500 children combined. A district enrollment report dated Oct. 8 counts 598 students at Crutchfield, 476 at Parker and 421 at Neblett.
What the plans propose
The district's stated goal is a C or better at all three campuses in 2027. The strategy centers on curriculum and instruction: STEMscopes for math and science and Savvas for reading and language arts in kindergarten through fifth grade, a common pacing calendar, and unit tests to track progress.
The plans set targets for this school year, including a 10% gain in students scoring at the Meets and Masters levels on STAAR, progress-monitoring plans for every student receiving Tier 2 or Tier 3 intervention, a 3% increase in attendance and a 10% drop in behavior incidents.
