SHERMAN, Texas. Sherman City Council will consider Resolution No. 7652 on Monday, June 15, 2026, authorizing a $180,248.09 contract with We Build Fun, Inc. to purchase and install a new playground, shade structures and safety surfacing at Old Settlers Park. The project is fully funded by the federal Community Development Block Grant program.

The current play structure at Old Settlers Park was installed in 2002, the same year the city added baseball and softball fields in the Quad area. According to the agenda packet, the equipment has seen 24 years of heavy use from families participating in Sherman Youth Sports Baseball and Softball programs.

How the vendor was chosen

City staff ran an invitation to bid under Texas Local Government Code Chapter 271, which governs competitive bidding for purchases by Texas municipalities. The packet reports that six responsive bids were received. We Build Fun, Inc. was selected based on price, design quality, vendor experience and the proposed installation timeline.

Federal funding source

The Community Development Block Grant program, administered by the U.S. Department of Housing and Urban Development, provides annual formula grants to states and entitlement cities for neighborhood revitalization, infrastructure and public facility projects in low and moderate income areas. Sherman receives its CDBG allocation as a HUD entitlement community.

At its June 1, 2026 meeting, the Council previously adopted Resolution No. 7649, which authorized publication of the proposed Final Statement and Annual Action Plan for the Sherman CDBG Program Year 2026 and authorized submission of the block grant application to HUD.

Project scope

  • Removal of the 2002 play structure at Old Settlers Park
  • Installation of new playground equipment selected through competitive bid
  • Installation of shade structures over the play area
  • Installation of safety surfacing under the equipment

The agreement also includes a liquidated damages clause of $500 per calendar day if the installation runs past the contract deadline, twice the daily figure attached to the larger Hawn Park futsal court contract scheduled for consideration the same evening.

The June 15 regular meeting starts at 5:00 p.m. in the Council Chambers at 220 West Mulberry Street. The Old Settlers Park resolution is listed as item G.2.
