Sherman City Manager Zachary Flores Stepping Down in October

Sherman City Manager Zachary Flores is leaving the job in October, ending about a year and a half as the city's top administrator.

Flores announced his departure to city staff by email on Monday, Sept. 15, KXII reported. KXII described the move as a retirement and reported that Flores is transitioning into the private sector. KTEN's report called it a resignation and said no reason was given.

Assistant City Manager Clint Philpot will serve as acting city manager while the city searches for Flores' permanent successor, according to both stations. The city has not announced a timeline for the search.

From patrol officer to city manager

Flores has spent his career with the city. He joined the Sherman Police Department as a patrol officer in 2007 and became police chief in 2016, according to his city biography. He led the department until 2022, when Jason Jeffcoat became chief, according to the department's list of chiefs.

He later worked in the city's Human Resources Department and as executive director of public safety before becoming assistant city manager in 2023. The City Council made him acting city manager on Jan. 6, 2025, KTEN reported, and he took over as city manager on March 1, 2025, when Robby Hefton retired.

He has held the job since March 2025, and KXII reported that he is leaving for the private sector. The headline has also been updated because reports differ on whether he is retiring or resigning.*
