SHERMAN, Texas. The Sherman City Council will take up Resolution No. 7651 at its regular meeting on Monday, June 15, 2026, authorizing a $1,704,206 construction agreement with Whirlix Design, Inc. for futsal courts, shading and a new parking lot at Hawn Park. The contract uses the TIPS Purchasing Cooperative and is funded through the Fiscal Year 2023 to 2024 Capital Improvement Program.

Hawn Park, located on the east side of Sherman, last received a major upgrade in 2018 when the Skate Park was renovated. City staff describe the new futsal facilities and added parking as a way to broaden recreational use of the regional park, citing growing demand for small-sided soccer venues across North Texas.

Where the money goes

Whirlix Design, Inc. submitted its proposal on May 22, 2026 under TIPS Contract 250104-02. The line item breakdown filed with the agenda packet shows the futsal court itself is the single largest cost, followed by concrete work, site electrical and earthwork.

Adding the 0.05 TIPS contract coefficient ($80,104.78) and required bonding ($22,408.00) brings the total proposal price to $1,704,206.02, matching the figure in the resolution. The agreement specifies $250 per calendar day in liquidated damages for delays past the completion deadline.

Procurement path

Rather than running a separate competitive bid, Sherman is using the TIPS Purchasing Cooperative, a Texas Education Service Center Region 8 program that lets local governments piggyback on pre-competed contracts. The agenda packet identifies CEI, Inc. as the design consultant that developed the upgrade plans and Whirlix as a vendor with prior project experience in Sherman.

What the contract excludes

The base bid excludes sales tax, traffic control for lane closures, on-site security, third-party inspection, permitting and impact fees, and purchase or installation of a restroom building. The agenda packet notes the city will provide the restroom unit separately and that excess soil will be spread across the site rather than hauled off.

Schedule and public participation

The June 15 meeting begins at 5:00 p.m. in the Council Chambers at City Hall, 220 West Mulberry Street. Resolution No. 7651 is listed under item G.1. Texas Government Code Section 551.007 limits citizen comment at this meeting to items on the open meeting portion of the agenda.
